Letter From Ethiopia’s Gulag

ADDIS ABABA, Ethiopia — I AM jailed, with around 200 other inmates, in a wide hall that looks like a warehouse. For all of us, there are only three toilets. Most of the inmates sleep on the floor, which has never been swept. About 1,000 prisoners share the small open space here at Kaliti Prison. One can guess our fate if a communicable disease breaks out.
I was arrested in September 2011 and detained for nine months before I was found guilty in June 2012 underEthiopia’s overly broad Anti-Terrorism Proclamation, which ostensibly covers the “planning, preparation, conspiracy, incitement and attempt” of terrorist acts. In reality, the law has been used as a pretext to detain journalists who criticize the government. Last July, I was sentenced to 18 years in prison.
I’ve never conspired to overthrow the government; all I did was report on the Arab Spring and suggest that something similar might happen in Ethiopia if the authoritarian regime didn’t reform. The state’s main evidence against me was a YouTube video of me, saying this at a public meeting. I also dared to question the government’s ludicrous claim that jailed journalists were terrorists.
Under the previous regime of Prime Minister Meles Zenawi, I was detained. So was my wife, Serkalem Fasil. She gave birth to our son in prison in 2005. (She was released in 2007.) Our newspapers were shut down under laws that claim to fight terrorism but really just muzzle the press.
We need the United States to speak out. In the long march of history, at least two poles of attraction and antagonism have been the norm in world politics. Rarely has only one nation carried the burden of leadership. The unipolar world of the 21st century, dominated for the past two decades by the United States, is a historical anomaly. And given America’s role, it bears a responsibility to defend democracy and speak out against those nations that trample it.
I distinctly remember the vivacious optimism that inundated the United States when the Soviet Union imploded in the early 1990s. This was not glee generated by the doom of an implacable enemy, but thrill germinated by the real possibilities that the future held for freedom.
And nothing encapsulated the spirit of the times better than the idea of “no democracy, no aid.” Democracy would no longer be the esoteric virtue of Westerners but the ubiquitous expression of our common humanity.
But sadly America’s actions have fallen far short of its words. Suspending aid, as many diplomats are apt to point out, is no panacea for all the ills of the world. Nor are sanctions. But that’s a poor excuse for the cynicism that dominates conventional foreign policy. There is space for transformative vision in diplomacy.
Sanctions tipped the balance against apartheid in South Africa, minority rule in Zimbabwe, and military dictatorship in Myanmar. Sanctions also buttressed peaceful transitions in these countries. Without the hope of peaceful resolution embedded in the sanctions, a descent to violence would have been inevitable.
Now that large swaths of Africa have become safely democratic, ancient and fragile Ethiopia, where a precarious dictatorship holds sway, is dangerously out of sync with the times.
In May, America’s secretary of state, John Kerry, visited Ethiopia and lauded the country’s economic growth. His words showed how little attention he paid to reality. The State Department’s annual report on human-rights conditions has been critical of Ethiopia’s government since 2005. I’d like to think that report represents the real stance of America’s government, rather than Mr. Kerry’s praise for our authoritarian leaders.
Not much has changed since our last dictator, Mr. Meles, died last August. There have been no major policy changes. The draconian press and antiterrorism laws are still there. There has been no improvement when it comes to press freedom.
With a population fast approaching 100 million, Ethiopia, unlike Somalia, is simply too big to ignore or contain with America’s regional proxies.
As Ethiopia goes, so goes the whole Horn of Africa — a region where instability can have major security and humanitarian implications for the United States and Europe. Al Qaeda has a presence here, and hundreds of millions of aid dollars flow into the region while millions of emigrants flow out.
In other words, Ethiopia must not be allowed to implode. And it would be irresponsible for the world’s lone superpower to stand by and do nothing.
It is time for the United States to live up to its historical pledge by taking action against Ethiopia, whose reckless government has, since 2005, been the world’s star backslider on democracy.
I propose that the United States impose economic sanctions on Ethiopia (while continuing to extend humanitarian aid without precondition) and impose travel bans on Ethiopian officials implicated in human rights violations.
Tyranny is increasingly unsustainable in this post-cold-war era. It is doomed to failure. But it must be prodded to exit the stage with a whimper — not the bang that extremists long for.
I am confident that America will eventually do the right thing. After all, the new century is the age of democracy primarily because of the United States.
Here in the Ethiopian gulag, this alone is reason enough to pay homage to the land of the brave.

“I am Ethiopian first” Abebe Gellaw

July 23, 2013

By : Abebe Gellaw
Abebe Gellaw Ethiopian Journalist and activistIt has come to my attention that my brief Facebook comment regarding a few controversial statements made by Jawar Mohammed has been posted on ECADF’s website as an article. I had no intention of writing a series piece on the issue. Quite obviously, there is a big difference between a well-thought out lengthy commentary and a brief message in a particular context.
My intention was just to appeal for calm and harmony, a necessary effort lacking in our political discourse. Often times, a message without its context is open to misinterpretation and misunderstanding. So there seems to be a need to clarify.
Politics, as far as I understand, is a mechanism of managing conflict of interests. It is a means of building consensus through dialogue and compromise. Since the early 1960s, the major political conflict in Ethiopia has been between ethno-nationalists and nationalists. The forces on both ends of the political spectrum have not still found a middle ground that can bring them towards consensus and compromise.
My understanding is that Jawar is an ethno-nationalist. As an ethno-nationalist, he says he is an Oromo first. Unlike him, I am a nationalist. But that is not the major problem. The problem is the way he has chosen to articulate and present his views in question that have been widely perceived as inflammatory and divisive.
I firmly and fervently believe that I am an Ethiopian first. I do not wish to allow the ethnic origin of my predecessors and parents to define me as a human being and overshadow my Ethiopian identity.
Jawar said Ethiopian identity was imposed on him. On the contrary, I argue that such a position is fundamentally flawed. Nowhere in the world is anyone given choices of national identity.
The Chinese-American writer, Eric Liu, once said: “The next time someone uses denial of citizenship as a weapon or brandishes the special status conferred upon him by the accident of birth, ask him this: What have you done lately to earn it?” Our predecessors, who have bequeathed us a country called Ethiopia with all its faults, challenges and problems, have made huge sacrifices in blood and flesh so that we’ll never be stateless. We should rather make sacrifices to reclaim our country and make our citizenship more meaningful by winning our rights, as citizens, to live in our country with full dignity, freedom and equality. We should make Ethiopia a country where every citizen and ethnic group is equal.
Unfortunately, our birthplaces also define the major problems and opportunities we inherit. Ethiopia is not a perfect nation. Far from it, it is defective and faulty as a result of the age-old tyrannies and injustices we have been condemned to suffer collectively.
Like any nation, it offers unique challenges as well as opportunities. With all its problems and baggage, Ethiopia is a nation of 80 million people. Our destiny is intertwined. We are diverse and yet we are all Ethiopians, whether we like it or not. I believe that rejecting Ethiopia as our country is not a solution to any of the problems we are supposed to confront. We should rather make strenuous efforts to reconstruct Ethiopia as a country where all of its citizens live in freedom, harmony, justice, peace and prosperity.
In the new Ethiopia we envision, there should be no room for inequality, injustice and tyranny. It should never be a prison for its children, regardless of their political, ethnic or cultural backgrounds. No ethnic or political group should be allowed to impose hegemony at the detriment of the majority.
The worst challenges all citizens of Ethiopia, except the oppressors, face are political oppression, grinding poverty, indignity, inequality, injustice and discrimination, just to mention a few among so many. At this time and age, what has been imposed on us is not national identity but the tyranny of the TPLF, an extremist ethno-nationalist group whose aim was nothing more than seceding Tigray. That is why we should continue struggling to throw off this backbreaking tyranny from our shoulders.
As I have clearly stated in another Facebook post, addressed to Jawar, “No nation-state was formed through consensus and democratic deliberations. Nation-states emerged out of conflicts, conquests, occupations and colonialism. While almost all African states were created by the colonial powers, Ethiopia was formed through internal processes. It was a painful process but not even as painful as what Native Americans and Europeans, who had gone through two devastating [world] wars.”
“We Ethiopians do not need to be bitter about the past. We are not part of the old history. But we certainly need to preserve our country and make it a nation for all correcting past injustices and mistakes. We need to move forward with a united spirit. As long as we can bring about real equality, justice, freedom and democracy, we will be fine. That is what we should all fight for rather than dwelling on the past [and gnaw old bones]. It is the present and the future that really matter….”
While I called for unity rather than condemning each other, making such inflammatory and controversial statements that turned out to be divisive are not only wrong but also damaging to our common cause for freedom. I said Jawar had misspoken. The dictionary definition of misspeak is not to endorse or approve. It means, “To speak mistakenly, inappropriately, or rashly.” I think that should be clear enough. It was particularly wrong for Jawar to speak in such a divisive ethno-religious tone at a time when we desperately need to unify to overcome and overwhelm the divide-and-rule tyranny of the TPLF. That is where he misspoke, in my humble opinion, without completely disregarding so many positive contributions.
I was under the impression that calling for sanity and unity at this critical juncture in our struggle would not also be misconstrued as a sign of weakness. I always see myself as a moderate. Compromise for the sake of the greater good is at times a mechanism to avoid unnecessary conflict and feelings. Even if that was my intention, I believe that we Ethiopians should never compromise on anything that undermines our unity, freedom, harmony and peace.
After all, our aspiration is to rebuild a united nation that will accommodate every citizen as equal and guarantee the freedom of every individual citizen including those who believe that they are the byproducts of their cultural and ethnic heritage. For that to happen, we need to preserve Ethiopia, a country that we will all be proud of when we claim our freedom despite its troubles and predicaments.
Anyone is not entitled to apologize on behalf of Jawar. If any apologies are needed, no one but only Jawar is entitled to make. As far as I am concerned, I am nobody’s apologist.
That said, I will be disingenuous if I do not repeat my main message. Let us move on with a united spirit and focus on our just cause for freedom, equality and justice. That is much more important than the war of attrition and divisiveness that is derailing our gains. Whenever we have problems, we should first have the courage to address them in a civilized manner. Again let us move on united as Ethiopians…

Project Roles and Responsibilities

There are many groups of people involved in both the project and project management lifecycles.

The Project Team is the group responsible for planning and executing the project. It consists of a Project Manager and a variable number of Project Team members, who are brought in to deliver their tasks according to the project schedule.

The Project Manager is the person responsible for ensuring that the Project Team completes the project. The Project Manager develops the Project Plan with the team and manages the team’s performance of project tasks. It is also the responsibility of the Project Manager to secure acceptance and approval of deliverables from the Project Sponsor and Stakeholders. The Project Manager is responsible for communication, including status reporting, risk management, escalation of issues that cannot be resolved in the team, and, in general, making sure the project is delivered in budget, on schedule, and within scope.

The Project Team Members are responsible for executing tasks and producing deliverables as outlined in the Project Plan and directed by the Project Manager, at whatever level of effort or participation has been defined for them.

On larger projects, some Project Team members may serve as Team Leads, providing task and technical leadership, and sometimes maintaining a portion of the project plan.

The Executive Sponsor is a manager with demonstrable interest in the outcome of the project who is ultimately responsible for securing spending authority and resources for the project. Ideally, the Executive Sponsor should be the highest-ranking manager possible, in proportion to the project size and scope. The Executive Sponsor acts as a vocal and visible champion, legitimizes the project’s goals and objectives, keeps abreast of major project activities, and is the ultimate decision-maker for the project. The Executive Sponsor provides support for the Project Sponsor and/or Project Director and Project Manager and has final approval of all scope changes, and signs off on approvals to proceed to each succeeding project phase. The Executive Sponsor may elect to delegate some of the above responsibilities to the Project Sponsor and/or Project Director.

The Project Sponsor and/or Project Director is a manager with demonstrable interest in the outcome of the project who is responsible for securing spending authority and resources for the project. The Project Sponsor acts as a vocal and visible champion, legitimizes the project’s goals and objectives, keeps abreast of major project activities, and is a decision-maker for the project. The Project Sponsor will participate in and/or lead project initiation; the development of the Project Charter. He or she will participate in project planning (high level) and the development of the Project Initiation Plan. The Project Sponsor provides support for the Project Manager; assists with major issues, problems, and policy conflicts; removes obstacles; is active in planning the scope; approves scope changes; signs off on major deliverables; and signs off on approvals to proceed to each succeeding project phase. The Project Sponsor generally chairs the steering committee on large projects. The Project Sponsor may elect to delegate any of the above responsibilities to other personnel either on or outside the Project Team

The Steering Committee generally includes management representatives from the key organizations involved in the project oversight and control, and any other key stakeholder groups that have special interest in the outcome of the project. The Steering committee acts individually and collectively as a vocal and visible project champion throughout their representative organizations; generally they approve project deliverables, help resolve issues and policy decisions, approve scope changes, and provide direction and guidance to the project. Depending on how the project is organized, the steering committee can be involved in providing resources, assist in securing funding, act as liaisons to executive groups and sponsors, and fill other roles as defined by the project.

Customers comprise the business units that identified the need for the product or service the project will develop. Customers can be at all levels of an organization. Since it is frequently not feasible for all the Customers to be directly involved in the project, the following roles are identified:

Customer Representatives are members of the Customer community who are identified and made available to the project for their subject matter expertise. Their responsibility is to accurately represent their business units’ needs to the Project Team, and to validate the deliverables that describe the product or service that the project will produce. Customer Representatives are also expected to bring information about the project back to the Customer community. Towards the end of the project, Customer Representatives will test the product or service the project is developing, using and evaluating it while providing feedback to the Project Team.

Customer Decision-Makers are those members of the Customer community who have been designated to make project decisions on behalf of major business units that will use, or will be affected by, the product or service the project will deliver. Customer Decision-Makers are responsible for achieving consensus of their business unit on project issues and outputs, and communicating it to the Project Manager. They attend project meetings as requested by the Project Manager, review and approve process deliverables, and provide subject matter expertise to the Project Team. On some projects they may also serve as Customer Representatives or be part of the Steering Committee.

Stakeholders are all those groups, units, individuals, or organizations, internal or external to our organization, which are impacted by, or can impact, the outcomes of the project. This includes the Project Team, Sponsors, Steering Committee, Customers, and Customer co-workers who will be affected by the change in Customer work practices due to the new product or service; Customer managers affected by modified workflows or logistics; Customer correspondents affected by the quantity or quality of newly available information; and other similarly affected groups.

Key Stakeholders are a subset of Stakeholders who, if their support were to be withdrawn, would cause the project to fail.

Vendors are contracted to provide additional products or services the project will require and are another member of the Project Team.

The following examples illustrate how university roles map to project roles on small, medium, and large projects.

Example 2 – Medium-sized Project Roles & Responsibilities

Jawarian tragedy – Robele Ababya

by Robele Ababya

The narcissist political activist and orator (leader?) of the Jawarian ethnic clan trading in the name of the great Oromo Ethiopians told the world that there are 50 million Muslims in Ethiopia of which 80% or 40 million are Muslim Oromos. But the young blood thirsty demagogue with insatiable lust for power did not disclose his source for his wild claim of the numbers.
Ethiopian Muslims and Jawar Mohammed speech
The fabricator of the divisive statistics has no one to blame but himself for the tragedy of political bankruptcy that is going to haunt him for the rest of his life and bring shame to his alma mater.
Notwithstanding my deep respect for the heroic Ethiopian Muslims for their peaceful and lawful struggle for their constitutional rights, I am bitter about the concocted Jawarian statistics being used to divide Christians and Muslims and poison their relatively harmonious co-existence spanning 1434 years.
I want to disclose that one of my close friends that stood at my wedding as one of the three best men at the celebration was a Muslim from Harar and me an Orthodox Tewahedo Christian from Shoa. We were friends for nearly 50 years when death separated us; and I wept stricken by grief recalling all those years replete with trust, sharing of secrets, rejoicing Christian and Muslim holidays, feasting at each other’s house, chatting in Oromiffa when our mothers were present for none of the duo spoke in Amharic. Interestingly we spoke in Amharic as soon as our Mums engaged in their private conversations.
A striking example which I will never forget! A jet airplane fighter pilot, named Ismael (Captain?), died in an airplane crash. As preparation for his funeral was underway according to the IEAF regulations, his sister produced a will expressing his wish to be buried at the cemetery reserved for IEAF personnel, a site located at the foot of the hill beneath Saint Rufael Church at the top overlooking the city of Debre Zeit and the Air Force Base. The Administrator of the Church declined to give permission on grounds of religion. The matter was brought to the then General Manager of the Ethiopian Orthodox Tewahedo Christian Church. He too was unable to decide. The dispute was finally brought to the Monarch in His capacity as Commander-in-Chief of the Armed Forces. Emperor Haile Selassie made a historic decision with His immortal remarks rebuking the Church officials. In effect, He ruled that here on earth political expediency is dividing the living. There is no reason that this practice should affect the dead resting in peace. Go and fulfill the wishes of the fallen pilot.
So Ismael was laid to rest at the graveyard beside his fallen friends in the service of their country, Ethiopia.
The enormously resonant rallying revolutionary song “Tenesa Teramed” aired nationwide in 1974 was rooted in the culture of the Imperial Ethiopian Air Force (IEAF) that rebuffed divisive religious or ethnic issues among its members by affectionately embracing the role of unity in diversity.
Ethiopian Demographics relevant to this piece
The following statistics extracted from the CIA Factbook updated in 2013. The CIA follows the Ethiopian Central Statics figures in compiling its information.
Ethnic groups
Oromo 34.5%, Amara 26.9%, Somalie 6.2%, Tigraway 6.1%, Sidama 4%, Gurage 2.5%, Welaita 2.3%, Hadiya 1.7%, Affar 1.7%, Gamo 1.5%, Gedeo 1.3%, other 11.3% (2007 Census).
Languages Oromigna (official regional) 33.8%, Amarigna (Amharic) (official) 29.3%, Somaligna 6.2%, Tigrigna (official regional) 5.9%, Sidamigna 4%, Wolayitigna 2.2%, Guaragigna 2%, Affarigna 1.7%, Hadiyigna 1.7%, Gamogna 1.5%, other 11.7%, English (official) (major foreign language taught in schools), Arabic (official) (1994 census)
Religions Orthodox 43.5%, Muslim 33.9%, Protestant 18.6%, traditional 2.6%, Catholic 0.7%, other 0.7% (2007 Census)
91,195,675 (July 2012 est.).Country comparison to the world: 14
Deductions from the above data
The CIA Factbook estimate (2013) Ethiopian population is estimated at 91, 195, 675. Therefore:-
  • The number of Ethiopian Muslims is 30, 915, 334. The 50 million Muslims in Ethiopia which the Jawarians claim, exceed the official number by 19, 192,130
  • Orthodox 43.5%, Protestant 18.6%, traditional 2.6%, Catholic 0.7%, other 0.7% (2007 Census) add up to 66.1% or 60,883,145
  • The fabricated Jawarian statistics puts the number of Ethiopian Muslims at 50 million, which translates to 54.945% of the entire Ethiopian people, a whopping difference of 21.045% from the official figure of 33.9% on the high side
  • 80% Oromo Muslims amount to 40 million – compared to the official estimate of 30,915,334 Muslims of all ethnic groups
Quite an array of numbers incentive for lunatic clan of warriors in the 21st century equipped with Machetes on a Jihadist mission to engender an Islamic Oromia state. These demagogues must be nipped in the bud for as the old adage goes “a stich in time saves nine”. Lo and behold, the nostalgia of Ahmad Gragn’s ruinous adventure is rearing its head in vain, but must be kept in check. I dare say that this generation has a responsibility to do so as descendant of Ethiopis, according to history lesson I was taught in class as a young boy during the Imperial regime.
The ethnic grouping overlooks the overwhelming majority due to mixed marriages. For example, if the mother is an Oromo and the father is an Amhara their child is classified as an Amhara – and vice versa. It is possible that siblings from an Oromo mother can be half-brothers or half-sisters and classified as Amhara or Oromo ethnic group. It would be a catastrophic scenario if such siblings fighting each other if at all the ill-conceived wishes of the myopic Jawarian clan succeed.
Menelik II was born of an Amhara father and an Oromo mother in Shoa, but classified as an Amhara. It is confirmed by written records and anecdotally that Ras Gobana Dacche under the Monarch was a famous Oromo persona who had made significant contribution to the development of modern Ethiopia.
In this digital age, radicalizing intra-religion, inter-religion, intra-ethnic or inter-ethnic division will aggravate the sufferings of the interests of masses living as slaves in abject poverty. What the Ethiopian people now need is a united leadership to bring the ongoing demonstrations to a thunderous climax of peaceful mega-demonstration nationwide to usher in an all-inclusive regime.
Finally, I for one am deeply grateful to my role model Emperor Menilik II and the famous Oromo persona, Ras Gobana under His command, for their foresight in the development of modern Ethiopia, preserving our independence during the era of the scramble for Africa. I pray that any attempt to discredit their legacy is met with vehement rebuff at all costs.
I close this piece with my daily mantra, which is: Demand the immediate and unconditional release of all prisoners of conscience including Andualem Aragie, Eskinder Nega, Bekele Gerba, Reeyot Alemu, Leaders of the Ethiopian Muslims et al!
LONG LIVE ETHIOPIA!!!

Amnesty International is concerned that Norway will maintain its international obligations and have a humane refugee and asylum policy!!!

CHALLENGES IN NORWAY

The government and political parties in Parliament have used expressions as a ‘fugitive power’ and thus given a false impression that Norway virtually flooded with refugees.
Amnesty is very critical of how many politicians choose to communicate attitudes and views on refugee and asylum policy in Norway. Politicians helps to discredit asylum seekers for example by using the term ‘fortune hunters’.

This undermines respect for the individual applicant and the UN Refugee Convention .

Government and opposition parties claim constantly that the vast majority of the refugees who come to Norway not bring identification documents or provide their identity. This is true in most cases.
According to the Directorate of Immigration (UDI) has very many of those seeking asylum identification papers and 93 percent of those who received asylum in 2011 had confirmed or probable his identity during the processing of asylum applications.

REFUGEES IN NORWAY

The actual number of people who have fled their homes in the world today is in great contrast to the number of refugees seeking asylum in Norway.
More than 16 million people are displaced outside their own country. Of these, in 2011 9100 who sought asylum in Norway. That means it is 0.06 per cent of the world’s refugees find their way to Norway and seeking protection here.

WHERE SEARCHING FLUKT?

Stricter rules has led to the term ‘European fortress’ is often used to describe how difficult it has been for a refugee seeking asylum in a European country.

The majority of the world’s refugees come from Asia and Africa, and the vast majority of refugees seeking refuge in neighboring countries. These are often countries with great poverty, yet still receives millions of people in need of protection.

Amnesty POSITION Accepting refugees and asylum seekers is about rights and obligations, not volunteerism and charity.According to the UN Refugee Convention and the Universal Declaration of Human Rights of people who are persecuted or life is in danger due to war and conflict the right to apply for asylum in another country.Amnesty believes that Norway as a minimum should follow the recommendations of the UN High Commissioner for Refugees (UNHCR).

When the government chooses to act contrary to UNHCR’s recommendations by showing that you follow Norwegian law, it creates an artificial and dangerous contradiction between international obligations and so-called Norwegian law. It is unprincipled and opportunistic political voice picking. WHAT DO AMNESTY? we are consultative body on proposed amendments to the Immigration Act, the meetings with the authorities, and petitions against the Norwegian practice or on behalf of individual asylum seekers. We also participate actively in the public debate. Amnesty working closely with several asylum lawyers and help with documentation on the land situation in a number of asylum cases. In particular asylum requests Amnesty expert witness when the matter is taken to court. Exceptionally, we follow individual cases through the application process if we see that it is of fundamental importance.
